Padding is a cushioning material to soften harsh impacts on certain parts of the body, however it is mainly used in fashion design to add volume and to emphasize a certain part of the bod such as the shoulders ie. shoulder pads and the breasts ie. falsies. for years many women have put in shoulder pads to give them a more masculine outline. However it may have been an unnatural appearance for women, it was seen as benefit to women in the business world which was once mostly male dominated.
